Thai-German Trilateral Cooperation
After almost six decades of Thai-German Bilateral Technical Cooperation, Thailand has become an emerging economy with no longer reliance on development assistance, and one of the main actors in the region. In 2008, Thailand and Germany signed MoU on Trilateral Cooperation to form a joint partnership with pool resources for regional development. Under the programme, Thailand and Germany jointly transfer development experiences and technical know-how to support the third partner countries to implement small-scaled trilateral projects in selected sectors i.e. education, rural development and health. Currently, the third partner countries include Cambodia, Lao PDR and Vietnam, and may be extended to Timor Leste and Myanmar. The programme also aims to enhance Thailand’s role as provider of development cooperation and support South-South cooperation focusing on expertise in the region to promote regional wisdom, strength and ownership. The programme is co-funded by Thailand International Development Cooperation Agency (TICA) and the German Federal Ministry for Economic Cooperation and Development (BMZ).
Objectives and Approaches
The objective of the programme is to support capacity building and human resources development of officials and agencies in the partner countries in response to their development needs through the transfer of relevant expertise and technologies from Thailand and Germany. Each year, the programme supports several projects which are implemented jointly between the project counterparts and the designated agencies in Thailand.
Eligible Projects
The programme aims to support several projects annually under the identified sectors in Cambodia, Lao PDR and Vietnam (CLV). A trilateral project is to be implemented jointly between a project counterpart in CLV and a project partner in Thailand, addressing development problems and target groups in CLV. The project may consist of a combination of activities such as training, study visits, seminars, workshops, technical assistance, etc. Where possible, projects should utilize local expertise and resources in order to promote regional wisdom, strength and ownership. The design and structure of the project is to follow the Trilateral Project Design Guideline.

The areas of cooperation were identified during trilateral cooperation workshops between Thailand, Germany, Cambodia, Lao PDR and Vietnam as the priority areas which fit the demand from the partner countries and are suitable for the new framework:

Thai-German Technical Cooperation
Thailand is a partner country of German Development Cooperation since 1956. More than 200 projects have been jointly implemented to meet Thailand’s development goals. Cooperation covers many areas, with commitment and participation from hundreds of public and private institutions working to create sustainable development through e ective change processes and capacity developmen.
