Background of the Community Development Department
The Community Development Department (CDD) was officially established on October 1, 1962 according to the Public Sector Adjustment Act No. 10 in 1962 by re–establishing the former Interior Department as the “Community Development Department” and changed the former Interior Department to Local Administration Department under the Ministry of Interior as before.
Principle and Working Method
Principle and working method of the Community Development Department is educating community and developing learning of community organizations and community organization networks in order to promote participatory, empower people to enable themselves to be self–reliant and able to solve their own problems. The government will assist in some part which is beyond community‘s capacity.
Roles and Responsibilities of CDD
Roles and responsibilities of CDD according to the Interior Ministerial Order on Public Sector Division are as follows:-
1.
set policies , guidelines, plans and measures for community development practice to empower community
2.
Promote potential of people , community leaders , community organization and community organization networks in order to enhance their participation , group formation to become self – reliant .
3.
Promote learning process of people , community leaders, community organizations and community organization networks in order to develop community and solve community problems.
4.
Promote community enterprise to enhance community economy.
5.
Developing information systems for planning and management development.
6.
Carry out research and developing community development models and methods relevant to community needs and local situations.
7.
Training and developing community leader, community organizations and community organization networks and cooperate with national and international agencies in training on community development.
8.
Carry out other duties specified by the law or assigned by the Ministry or the Cabinet.

Administrative structure of the Community Development Department
According to the Ministerial Regulation on the Restructure of the community Development Department B.E. 2552 (2009) declared on 8th April 2009, the administrative structure of the Community Development Department had been dividing into two administrative levels as follows:
The Central Administration : consisted of Office of the Secretary, Personnel Division, Finance Division, Planning Division, Community Development Information Center, Community Development Institute, The Bureau of Capital and Community Financial Organization Development ,Bureau of Local Wisdom and Community Enterprise Promotion, Bureau of Community Empowerment , Administration System Development Unit and Internal Audit Unit
The Provincial Administration: consisted of Community Development Provincial offices and Community Development District Offices Furthermore, the community Development Department had been setting up the important internal sectors as follows: Bureau of Official Inspection Public Relations Division and The Community Development Department Coordination Center for the Southern Border Provinces.

Community Development Process and Foreign Affairs
For the international relations, the Community Development Department takes the responsibility for the study of Foreign affairs and global issues among states within the international system based on community development works and the concerned matters. Furthermore, it has to plan and work together with the relevant agencies to create the international special programs on community development.
On the present day, the Community Development Department together with the Department of East Asian Affairs, Ministry of Foreign Affairs, has been implementing the two community development programs in Kingdom of Cambodia.
Moreover, with the cooperation of the Thailand International Development cooperation Agency, Ministry of Foreign Affairs, the Community Development Department has been assigned to organize the academic programs on community development workshop and study visit for the officials from the neighbor countries and developing counties.
The Community Development Department, cooperation with the Department of East Asian Affairs ,Ministry of Foreign Affairs, is planning to transfer the community development process to be settled in Lao People’s Democratic Republic from 2011 - 2015. The program is aimed to development the target areas to be sustainable development model areas in Lao People’s Democratic Republic
The Community Development Department and the driving of the Philosophy of Sufficiency Economy
“Sufficiency Economy” is a philosophy best word by His Majesty the King to his subjects through royal remarks on many occasions over the past three decades.
The philosophy provides guidance on appropriate conduct covering numerous aspects of life.
“Sufficiency Economy” is a philosophy that stresses the middle path as the overriding principle for appropriate conduct by the populace at all levels, as well as to the choice of a balanced development strategy for the nation so as to modernize in line with the forces of globalization while shielding against inevitable shocks and excesses that arise.
The strategy plan on the Driving of the philosophy of Sufficiency Economy is the procedure lead to mange the poverty alleviation and uplift the quality of life of rural people, who has been supporting with learning process on the philosophy of sufficiency economy through learning exchange and community plan forum.
Rural people, with the encouraging and supporting of the Community Development Department, had been setting up the 160 model villages on sufficiency economy all over the country in honor of His Majesty the King. The community learning centers had been also establishing in order to be the portal for the sufficiency economy learning center in the communities.
The Community Development Department and the Royal Development Projects
The Royal Development Projects, implementing through out the country, aim at solving the immediate problems facing the nation to stimulate people to uplift their well – being by encouraging them to start from the first step of having “enough to eat and of live with” after which more advanced stage of living would be achieved.
Among the total number of the Royal Development Project, those concerning community development. The main purposes of the mentioned issues are as follows:
1.
To empower the communities settled in the six project areas
2.
To transfer the principles and the efficiencies of the projects to the non – project areas by setting up training and study visit programs for the chiefs of Community Development Provincial Office in order that they can take the procedures of operation of His Majesty’s initiatives to the provinces and work close together with the Governors
Activities and Projects
The Prominent Projects and Activities that support the Community Development Department Strategy and Drive the Government Policy
1. Community Capital Development.
The Community Development Department had been carrying out many activities together with rural people to enhance the community leader capacity in community fund management and also support the community funds which focusing on the saving groups for production credit and any other funds of the community in order to strengthen them
2. Urban and Village Fund
The Community Development Department was assigned by the government to be responsible agency in driving Urban and Village Fund policy aimed at alleviating poverty by providing a revolving fund of one million baht for each village. This fund is a source for occupation investment and emergency use and is managed by people at the village level.
The Community Development Department has supported the implementation of the Urban and Village Fund from the beginning since the Department was assigned to follow and promote the implementation of the Urban and Village fund to ensure its benefit for needy people and people who have problems responding to government policy. The Director General of the Community Development Department serves as the committee and Assistant Secretary of the National Committee of the Urban and Village Fund . The chief of the Provincial Committee Development Office is sub – committee and secretary of the Urban and Village Fund Sub – Committee at provincial level. The Chief of District Community Development Office is sub – committee and secretary of the Urban and Village Fund Sub – Committee of Tambon level. At the village level, CD officials have advised and assisted people in solving problems in implementation of Urban and Village Fund all over the country.
3. Self – Sufficient Economy
The Community Development Department has been a main hast agency responsible for the development of self – sufficient economy village with the Local Administration Department and the Department of Local Administration Promotion by driving Self – sufficient Economy Philosophy to be sustainable successful. The CDD, therefore, developed conceptual framework for driving “Self – Sufficient Economy Philosophy” to be a basis for villager’s life using participatory approach “work with, not work for” and “learning by doing” motivate people to think and build awareness by “asking the right questions” CD workers, volunteers, community leaders and representatives from involved organizations are operation team driving the philosophy to enable to concrete results both at village and household level.
4. Community based products
Community based products is a concept on income generating process from products in each village. This concept supports and promotes the villagers to produce products by identifying and developing products , doing marketing , producing , managing, applying marketing technology and quality improving, to market’s needs both national and international level and emphasis is placed on people self – reliance.
Product doesn’t mean only commodity but it means process of thoughts including, managing and conserving natural resources and environment, preserving Thai wisdom, traveling, arts, culture, custom, increasing local wisdom, exchanging knowledge to enable to produce good quality products which will be well know all over the country and the world.
Three basic principles

Self – Reliance and Creativity Make the dream to be true with One Tambon One Product system by conducting activities in line with local potential.

Human Resource Development : Encourage people to fight with the challenge through their creative thinking.

Strengthen communities to enable them to be self –reliant in local development.

Promote creative thinking of communities in product development in line with way of life and culture.
5. Community Capital Development:
The Community Development Department had been carrying out many activities together with rural people to enhance the community leader capacity in community fund management and also support the community funds which focusing on the saving groups for production credit and any other funds of the community in order to strengthen them.
6. Community Economy Development:
The Community Development Department with the cooperation of rural people had been setting up the complete service center on community economy development in the villages in order to uplift the quality if the community productions and support the development of community products to reach the defined standard. They also had been developing the pilot villages based on the sufficiency economy philosophy in order to settle the economy stability of the villages.
7. Community Leader’s Capacity Enhancement:
The following three main approaches had been implemented to enhance the capacity of community leaders ;
1. Developing the potential of community leaders, community organization networks, community development volunteers, and community development volunteer leaders;
2. Developing quality and standard of community management;
3. Supporting the community relationship for the good quality of life and happiness of the community.
8.
Community Plan Driving :
The Community Development Department had been trying to encourage people to drive their community plan by the following approaches:
1.
Developing the integrated community plans;
2.
Developing the systems and approving the standards of community plan;
3.
Managing the collection and utilization of the basic information for community development
9.
Community Knowledge Management
The Community Development Department had been working to support the community’s knowledge management as follows:
1.
Supporting the implementation of the community learning centers;
2.
Supporting the skills of the community’s knowledge management technicians
